An Oils lurker and big Paul Kelly fan here to help this topic out...

1987-PK and the Messengers tour the US, first opening for Crowded House, then
doing shows of their own
1988- PK and "some" of the Messengers (A&M Records wouldn't pay for the whole
band) tour the US with the Smithereens and again did some headlining shows.
1989 PK started coming over almost annually doing solo tours. And he lived in
Los Angeles for about a year while working on his album "Wanted Man". (1993?)
1998 was the last time he toured before this year, first in the spring with
the whole band, then some solo shows in the summer.

Welcome back Paul (shouldn't he and the Oils hook up on a tour?)

Michael
