"Speaking before the conference, Mr Garrett said it is too dangerous to sell to India because it has not signed the nuclear non-proliferation treaty (NPT).

'I think that there'll be an extremely vigorous debate on the floor of the conference as there should be about a matter as serious as this', he said.

'I don't know how close the vote will be but I know that there are many people in the party and I include myself as one of them who believe that this is not the right step for us to be taking'.
