Essentially he's saying that TA is full of sh*t re his climate change "policy" - as indeed he is.

However, so say that the govt's own ETS is not full of the same brown matter is itself nonsense, having as it does targets so low as to be meaningless, and massive compensation to polluters etc. The govt's ETS is a purely political document - looks like we're doing something, but doing pretty close to nothing.
