What was found in the past was that spin-off lists (like spin off tv shows) have to have an incredibly strong raison d'etre to survive.   People generally prefer to talk through as few mediums as possible, especially about a single topic.  So there is a natural psychological resistance to list splits and spin offs to overcome.

Secondly another list is only structurally needed if people want to trade stuff that goes outside what the office cleared us to trade on PW. Very little of that goes on historically, just lots of live show trading over the last 5 or so years.  If someone wants to sell anything other than authentic second hand merch from collections (which in itself is controversial) or trade mp3s of albums, singles, b-sides, or salable video materials, that's definitely not going to be allowed here and a second list would be the only option for such.

So my own opinion is that a second list will struggle to launch and achieve volume support, given that what most people want to do (trade live shows or "weed bootlegs") has now been vetted by the band's manager.

Now that we've received confirmation from the office, I think the idea of a separate Powderworks trading group sounds like a great idea.   What do others think?

It will also lessen the tension that appears to be rising in the group.  Not good!
