It wasn't on the first release of BSM, but a subsequent one. I don't think
there were very many pressed and I've only ever seen one copy (which I now
own).
I still prefer listening to the version without it as Antartica is my
favourite ever closing song on any album and I love pumping the volume up so
I can hear Jim's sublime piano at the end. If I put the other version on and
forget to turn the volume down, the opening sound of You may not be released
can break glass.
If I were you I would look for the promo, Best of the B-sides
http://www.amazon.com/Best-B-Sides-Rare-Songs/dp/B000OOYW38
which has You May Not be Released as its opening track.
Full tracklisting is 1. You May Not Be Released - Live 2. Instant Karma -
Live 3. Progress - Live 4. Wharf Rat 5. Used And Abused - Live 6. No
Reaction - Live 7. Ships Of Freedom 8. My Country - Live
It's being sold on Gemm for USD15 which is really cheap. I suggest you get
buying

I'll just post this to you just in case you want to buy it and someone beats
you to it. I'll post it to the list later.
Cheers

You've confirmed my suspicions. I don't have a first release run BSM.
I recall I was still buying vinyl at the time as I had a bog load of
vinyl investment and wasn't changing direction yet.
Picked up the CD later when I started migrating. Maybe I'll make up a
framed collage of vinyl albums .... must be something I can do with all
that woodchip and petroleum.

it wasnt so much a hidden track. the track wasnt listed on the the
inner sleeves but when you put the cd on it showed 11 tracks. i bought
it on cassette the day it was released & there was a sticker on the
front mentioning the album contained the bonus track "you may not be
released. hope this helps
