actually libraries can do what they do because they are licensed to
do this

it has nothing to do with how much they paid for it in the 1st
place. many libraries receive many books via donations so they paid
nothing. the same applies to radio stations. they dont buy CDs at a
different price than you or I. in fact i am yet to here about a
station that pays for CDs. they are given CDs for free by record
companies. they pay per-use fee (usually a few cents) each time they
play a song. they recoup this back thru advertising. otherwise this
would make no sense. most stations play only 1-2 songs (the hits)
off each CD. when was the last time someone played Gunbarrell Hwy?
