The list is no longer run with the majordomo system.  If he's
restricted to email, he should send mail to
powderworks-request@cs.colorado.edu with "help" in the subject.
However, a simpler & faster way is to surf on over to
http://www.cs.colorado.edu/mailman/listinfo/powderworks and follow the
instructions there.

You should note that this information, more or less, is in the header of
each message from the list.
